Dry skin?: First try applying a moisturizer all over your body within 3 minutes after bathing and see if this helps. For the rash, topical hydrocortisone for a few days may be helpful.  However if this is a persistent or worsening problem, I would recommend a dermatology consult.

Rash: A rash like this is difficult to assess without much more information.  In general, itching a rash can make the itch much much worse and is not recommended. You may be coming into contact with something (skin care product, detergent, etc) that is irritating in which case avoidance may help.  Good skin hygiene with frequent moisturization can help to reduce itch. Sometimes an antihistamine can help
