Fever and tongue: Most fevers in children are caused by cold viruses.  Some of them will cause a bump on the top, back and sides of the mouth. Most tongue bumps in children are not signs of infection. Perhaps they are taste buds, perhaps a sign of a benign condition called geographic tongue.  The only reason to worry about tongue lesions is if they are white papule.  Only then do you need further checking.

my  2 year old niece had a low grade fever (100.2) along with vomiting 3 days ago. now she has red raised bumps on the back of her hands.why?

Infection: Without seeing these "bumps" it is nearly impossible to consider any specific diagnosis. If she is not beginning to improve would strongly suggest that she be seen ASAP by a pediatrician or your family doctor. Hope this helps.

Skin lesion: Any lesion on the skin that has increased in size or changed in appearance should be evaluated by your doctor.  If it has changed it should be removed.

You got bit by: some ticks.  I would consider going to see a primary care provider if it doesn't go away with over the counter steroid creams (hydrocortisone).  They may get bigger and itch worse.
