Pompholyx: You most likely have pompholyx, a common type of eczema affecting hands, fingers, and sometimes feet, also known as dyshidrotic eczema. The cause is not known, but may be related to problems with sweating. It can get infected by bacteria and get aggravated by contact with irritants such as  water, soaps and detergents. You need to be evaluated by a physician with a good history and exam.

Need evaluation : Your concern of scabies can be rule out by examination by dermatologist , have skin scrapping for scabies can be done. Other etiology to be look into this too. Not a bad idea treat empirically for scabies?

Eczema: Hard to tell for sure without seeing this, but eczema often looks and acts like this. Treatment is to avoid soaps, solvents and prolonged water contact,  mid potency topical steroids.
