From your description it seems like some infectious process.We don't know how old you are and if you had unprotected sex with some one etc.Your Doctor will take the history and if indicated you may need some tests like culture and/or blood test including tests to rule out STD's if suspected

Small red bumps: This may be some type of allergic reaction; it is not suggestive of a sexually transmitted disease. Try using a condom to see if still happens.

Probably not wart: Warts are not associated with hairs. This is probably not HPV or any other STD. Maybe just pimples, no treatment needed. The large majority of genital skin rashes and bumpso are not STDs of any kind. See a dermatologist.
