About bumps...: Bumps and rashes are hard to describe in words, and hard to visualize without seeing them. Bumps may be conditions such as keratosis pilaris, eczema, comedones, or folliculitis. Folliculitis: It sounds like an infected follicle. Warm wet soaks should help. If it doesn't get better or worsens, you meh need to see your PCP to get it checked.

RED BUMP ON CHEST: WITHOUT ACTUALLY SEEING THIS RED BUMP, THERE IS NO WAY OF TELLING WHAT IT IS EXACTLY. 
IT MAY BE A PLUGGED UP OIL GLAND, LIKE A ZIT, DUE TO PRESSURE ON THE SKIN FROM THE BRA.
IS IT A NEW BRA PERHAPS?
If it persists, see your M.D.
MEANWHILE COMPRESS IT WITH WARM WATER AND APPLY ANY ZIT MEDICINE AT BEDTIME. 
CHANGE YOU BRA.

See a doctor: you may have a folliculitis on your breast which is just like a pimple and you just need antibiotics.  if after taking antibiotics it does not go away after antibiotics then you will need to do a mammogram and ultrasound
