Genital sores, fever: Recurrent sores with a fever should be investigated.  Get a referral to a dermatologist, as there are many infectious diseases which can cause these effects.

None!: A uti, or urinary tract infection, is an infection involving the bladder (mostly) and the urethra or kidneys (less often). It can cause burning and pain with urination, urinary frequency and urgency. The penis should not become swollen with a simple uti. Penile swelling could be due to skin infections, trauma, or edema (fluid build up in the body).

Time: The most common trigger to swelling of a flaccid penis would be a reaction to a bug bite or similar allergic response. The swelling is due to a leak of body fluid from deep capillaries into the tissue. Once this fluid accumulates, it can take days for the fluid to be retrieved by lymph channels and the swelling to dissipate. The steroid can stop the reaction, but resolution takes time.
