Probaly Pruritus ani: The commonest cause of itchy rash in the anal area is pruritus ani. That is basically irritation of the skin due to wiping and can also develop yeast infection. Thoroughly wash the bottom with soap and water after using the toilet. Dry the area using a soft towel. Do not wipe. If this does not help in few days, see your pcp for inspection. Herpes is usually painful.

Rash : The rash may be due to impetigo because of poor personal hygiene when wiping youself when you go to the washroom. Apply an antibiotic ointment to the rash. If not better in. Few days consult your doctor.

Related vs not: It would not be unusual for a young kid to vomit after/during a cough. The muscles used are similar &amp; they are not developed enough to separate their intensity or function. The anal rash would have nothing to do with this illness but often represents yeast from the stool or acidic contents.

Steroid cream: You can start with an over the counter cortisone cream twice a day.  If that doesn't help, see your doctor.

Thoughts: Anal rashes usually reflect the acidic nature of poop when they have the runs &amp; sometimes the yeast that can contaminate the sores. A barrier like most diaper creams and OTC ointments like clotrimazole will often aid in recovery. I don't ever recall a diaper rash that I would consider an emergency but some parents do freak out if they can't figure out what to do.

Maybe: The fact is that strep can be present in a peri-anal rash (pustular or blister like) and produce a full blown scarletina rash over the rest of the body. The tissue around the anus is just as susceptible to the strep germ as the throat and can be infected at the same time.
