had itchy rashes at 12, little red spots formed on my legs and it gets redder when i shower in warm water or get outside. i assume it's due to warm weather. it's been 10 years and the spots aren't itchy anymore but still there. can a derm solve this?

Yes: There is a condition known as aquagenic urticaria.  The mechanism is unknown but some felt that it was induced by interaction of the water with sweat of the sufferers. This is not a common condition.

Yes: Any kind of infection -- be it from the water source or airborne source, has a tendency to produce skin manifestations.

Allergic : allergic reaction to excess chlorine may present like your rash. An anti allergic will help . And off course s good moisturizer application too.

Rinse off..: Showering with fresh water immediately after getting out of the salted water is the only prevention.  Many beaches offer outdoor showers or locker rooms for this reason.

Rash: It may be something you are exposed to or a release of histamine. It may be related to your medication. Taking a picture and showing it to your doctor would help.

Water?: Anaphylaxsis to water is unlikely. You probably have an issue with something in the water.  Was it the ocean, pool, spa, lake?  It could have been something else that caused your symptoms.  There are allergic reactions to hot or cold but this again is not the water.  I would discuss this with your doctor to help get to the bottom of it.
