Herpes, folliculitis: Not enough information. Genital herpes is a consideration, but unlikely unless it started as red bumps then clear fluid blisters that then turned to pus. Maybe folliculitis. Dermatitis or allergic reaction of some sort. Yeast/fungal infection. Not knowing the cause, no way to recommend treatment. See a doctor or clinic. Do it ASAP:  f herpes, diagnosis must be soon and treatment started promptly.

Papules: The little bumps on your scrotum are normal actually.  They are glandular/papular in nature.  When they occur on the penis their called pearly penis papules.  Don't go squeezing them..your likely just invite infection.  Now the rash, it could be anything from fungus to heat rash to an STD like syphilis.  You should be checked by your primary doctor.

Good possibility : Inflamed or infected hair follicles in that region not uncommon and usually resolve on their own with good hygiene, warm compresses, and elimination of any undergarments that may be irritating that area. Smegma, not pus: This is a collection of dead cells from inner surface of foreskin + cells from surface of penile glans. Two layers of skin or touching each other so that sloughed cells can not fall waay like dandruff on the head. Cells collect together into little or not sop little "pearls", which work there way out from under the foreskin and appear like little pus pockets. In fact normal foreskin separation.

Herpes lesions are very superficial, not a red bump in the skin, and you can't squeeze out pus, And although recurrent herpes outbreaks can show up as single lesions (if you've had it a long time), the first infection almost always causes multiple superficial painful blisters and sores. So keep hands off, let it heal, and don't worry further.
