Herpes, folliculitis: Not enough information. Genital herpes is a consideration, but unlikely unless it started as red bumps then clear fluid blisters that then turned to pus. Maybe folliculitis. Dermatitis or allergic reaction of some sort. Yeast/fungal infection. Not knowing the cause, no way to recommend treatment. See a doctor or clinic. Do it ASAP:  f herpes, diagnosis must be soon and treatment started promptly.

Sounds normal: If the "little white bumps" are not inflamed (red, like pimples), they probably are just prominent sebaceous glands. This is entirely normal on the scrotum. So probably nothing is wrong. But show it to your doctor if you remain in doubt.
