No sperm: No sperm, no pregnancy possible.  The main reason to continue using condoms is to protect against STDs. Birth control pills are 99% protective against pregnancy. Withdrawal method unnecessary given partner has had a vasectomy, you are on birth control pills and you are using condoms.

Small but depends:: This depends on when this happened in relation to ovulation. Pre-ejaculate contains some sperm in about 40% of men. Since it has less volume/less sperm than regular ejaculation it's less likely to result in pregnancy but if this happened within 5 days of ovulation pregnancy is possible, up to 10% with normal ejaculation close to ovulation. If done sooner, a positive result is likely real, but a negative result may be due to testing too soon, and thus lead to a repeat test. If a woman gets her normal regular period, then she is not pregnant, and a test is not needed.
