The : The odds of you getting pregnant under these circumstances are very low. The fact that you just finished your period means that you will likely not ovulate for another ten days or so (however this is variable), the Plan B is also very effective, however the effectiveness goes down the longer you wait to take it after the act; and lastly some semen that may be released prior to ejaculation is just that a lot less than if ejaculation occurred.

Plan B: Anyone having intercourse without birth control or condoms may get pregnant. If intercourse was within 72 hours you consider taking plan b. Ella (ulipristal acetate) is another brand that can be used up to 5 days after unprotected intercourse. Plan b is a high dose of birth control to disrupt the hormonal patterns to delay or prevent ovulation. Abnormal bleeding after is common. Check  preg test in 10 days.

Refractory Period: This is normal. The "refractory period" is the time between climax and having another erection (or renewed interest).   The interval gradually increases with age and is variable between men.  At 17, one may have a refractory period as brief as 10 (or even zero) minutes, while a 70-year old man may take several days to be able to have another erection.  In the 40s, a few hrs to a day is normal.

Premature ejaculatio: Premature ejaculation is a vexing codition and may persist. It is not considred a disease, rather a learned reflex( pavlovian). Some traements suggested are , squeeze technique, local anaesthetics( Emla cream), medications ( lexapro, (escitalopram) zoloft etc) , pelvic floor exercise-s . However these need to be strictly folowed. Read a small booklet " how to control pe, by dr. Kaplan, regarding squeeze technique.

Pretty good: The pull out is not a method. I call it baby roulette. When a condom is applied before any sexual contact starts, is the proper size, is never re-used, it is an effective method.

Yes: The so-called "rhythm method" is fairly effective if done properly, but still prone to failure from time to time.  There are sperm (not many) found in pre-ejaculate fluid.
