Can't beat stable: Folks with treated TB often have routine follow-up chest x rays to show that the disease is not progressing. If there is no progression, it is all one can hope for. One would not expect TB changes to disappear. Continued chest x ray follow-up "at an appropriate clinical interval" is standard procedure.

Scar: The process of healing of TB results in formation of scar. The X-ray report is commenting on that scar as residual fibrosis. 
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.

Yes: Need sputum AFB and culture.  Need treatment if positive with multiple TB medications and respiratory isolation. If negative but PPD positive will need treatment for latent PTB

Lung Fibrosis: Not necessarily. Some apical fibrosis can be well-rolerated. Treatment will depend on the extent of the disease, but may include:
using oxygen, 
limiting exposure to smoke and other irritants
learning to relax and manage stress breathing exercises
c preventing respiratory infections 
taking medicines ( see below)
lung transplant

Not likely: It is not likely.  CF manifests during childhood, most often in infants,  however, there are some forms of CF that are not diagnosed until later in adulthood (even though symptoms would have started in childhood).  These particular forms of CF result in frequent sinus or upper respiratory infections, and can be incorrectly "written off" as chronic sinusitis or upper respiratory disease.

Overall 1/3700: Acording to the CF foundation: the overall birth prevalence is 1/3700 . It can occur in any race, however the greatest incidence is in caucasians of northern european descent, being 1/2500. The other major groups affected are hispanics 1/13500, african americans 1/15000.
More than 10 million of us carry one part of the defective gene, but to have the disease you must have a copy from both parents.

Scar: It depends on the context.  On a chest x-ray or ct, it probably refers to scar that forms a line or curve on the film.  This may indicate prior illness or injury, but is not specific.  Fibrosis (scarring) can sometimes limit the function of an organ, but may not be important.
