Progesterone: Progesterone is made by the ovaries after ovulation. When there is low Progesterone there is either no ovulation or very suboptimal ovulation.

Below 10: I assume you are referring to ovulation and fertility. We like to see a Progesterone level above 10 for ovulation and fertility.
