No: Although atopic dermatitis tends to clear in nearly 75% of patients by their 20's there is no cure since this is an inherited condition affecting 15-20% of children.

Not likely: Eczema is not common on a penis.  More likely it would be seborrheic dermatitis, yeast infection or tinea-fungal infection.  To cover the most likely possibilities you can buy Hydrocortisone cream 1% and Clotrimazole cream, mix a small amount of both on the fingers and apply to the rash three times a day for a week or so.  That would treat all three.

It is estimated that ~15% continue to have eczema into adulthood.  These individuals tend to have allergies to many things, and the disease is chronic.  Treatment goal is generally to control flares rather than cure.

Moisturize: Dry, light colored, scaly patches or pityriasis alba is a milder presentation of eczema.  Both are primarily a dry skin problem.  Basic treatment is to correct the dry skin by using moisturizers and avoiding practices that dry the skin such as bathing in hot water or use of perfumed soaps.  You may need additional treatment with steroid creams which would require a visit with your doctor.

Good Skin Hygiene: Eczema can get better over time or it can be a lifelong condition. Take good care of your skin and eczema should be kept under control. Avoid long hot showers and harsh, drying cleansers. Apply fragrance-free moisturizer like Vanicream twice a day. For eczema flares, apply prescription strength corticosteroid ointments to problem areas twice a day until clear. This is no miracle cure for eczema.
