It can, but!: Utis are usually associated with fecal flora, which can be put forth into the urethra with oral sex.  And there are a few oral pathogens which can cause utis.  And I am not addressing herpes, and hpv. They can be easily transmitted! be careful!

Only if a couple...: That can happen only if a couple tries very hard to do that. Without an intent to do that, meaning there is just kissing and oral sex in the usual course of events, such activities would not create a baby. For the lowest chances of pregnancy, each person should swallow well... as sperm and semen that go into the stomach simply get digested.

That said, no sperm = no baby... which means the basic question is, "Sperm or no sperm?"

Yes: If there are no sperm in your vagina, you cannot conceive.  Oral and digital stimulation cannot provide this.  However, if he did have ejaculate or precoital fluid he could conceivably be an issue, but if he washes his hands, it should be fine.
