Not pimples: Without actually seeing, everything is just guess work but it sounds like hyperkeratosis pilaris. It's very common but very difficult to treat. Most of the time, if left alone they will eventually go away (takes time). Scratching, picking etc just leads to skin damage and scarring. Many possible: causes for this. Have her seen by her pediatrician. It could be a virus, strep, contact rash or from other causes. If she has a fever and/or the rash is other places, you should contact them sooner than later. Her doctor should be able to look at the rash and let you know

Many things: Bug bites, eczema, irritation from clothes, irritation from shaving, infection of the skin, infection of the hair follicles, ringworm, and many more.

Phisoderm: Once called surgical soap.  Apply over affected areas, let dry then rinse off.   Do not shave your legs with multiblade razors.  Although they make your legs feel extra smooth and sexy, the hair is pulled and cut, retracts below the skin surface, the cut hair can carryl bacteria past the immune barrier that is skins normal function. Then the gland at the base of the hair gets infected--> boil!

For good health - Have a diet rich in fresh vegetables, fruits, whole grains, low fat milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex.

Don't worry: Skin bumps can be common. Do call the pediatrician to ask if they want to see it before the next exam. If they are new, that may be a good idea. But if she's not in any discomfort and there's no redness, try not to worry. It's fine to call her Dr w/ ?'s. They expect that! Best!
