See your doctor: Itching around the anus is common (pruritis ani).  It can be caused by many normal things (perspiration, frequent loose stools, incontenence), but it may be due to intestinal parasites.  Since you noted that you live in india, you should probably be checked by your doctor.

Rash : The rash may be due to impetigo because of poor personal hygiene when wiping youself when you go to the washroom. Apply an antibiotic ointment to the rash. If not better in. Few days consult your doctor.

Folliculitis?: By far the most common cause of pimple-like bumps in shaved areas is folluculitis -- i.e. inflammation or infection of hair follicles, sometimes with ingrown hairs. Pubic and genital area folliculitis is extremely common in the modern era of genital shaving. Leave it alone and it should heal. If it keeps happening, you may need to stop shaving and go natural, or use a hair removal cream instead.
