Itch vs irritation: An allergic skin reaction is often associated with itching and usually has no pus.. Depends on the immune mechanism , it should lasts from hours to no more than a week without further contact.   Pimples at your age usually occur around the mouth and  are probably hormonally related. Pimples don't itch and there is also a white head associated with it.

No: If you have not had any sexual activity then the chance for std is near impossible. You could have an allergic reaction or other possible pathology's so you may need to get an evaluation to determine the cause.  Remember you may get an std from other sexual activity, even if you haven't had sexual intercourse.

See a dr: A papular rash can be caused by many things. Most of them are infective. Since she has had it for 2 weeks, and it is not going away,  I would suggest seeing a dr. At the Dr visit, they can examine the pustules and their locations, can determine what the most probable cause is and can suggest a course of treatment. They may/may not do lab work and/or culture the papules.

Infected scabies : Sorry your question is not clear . Yes scabies  can get infected . New pimples would probably be a different thing , Irrespective of that antibiotics would be needed .
