It moves around/out!: I'm speaking from personal experience only. Any big movement in the upper respiratory tract - laugh, cough, nose blow, big gasp, etc. moves the existing mucus and can break off sections of it allowing it to be expectorated (good!). It doesn't develop at that time - it becomes free to get out.

Chronic cough: I don't know why you have a chronic cough, but the cause of that is the cause of the phlegm.  The most common causes of chronic cough (asthma, reflux, drugs) don't usually produce phlegm, but allergies with post nasal drip may. See your physician this week to see what is behind your cough.

Vasomotor: Vasomotor rhinitis is the chronic development of post nasal dripping, nasal congestion, runny nose, or sneezing and can be triggered by many things such as weather changes, chemical irritants, or foods.  There are treatments out there, speak with your doctor about your specific condition.

: Your body is getting rid of something that is irritating it. When you breath deeply you listen secretions that are. Or mall in your lungs.  Try it and see.

Normal: Your lung is trying to get rid of all the ingredients in what you ingested. The build up of mucous is from the juice irritating the cells lining the lungs and some white blood cells involved in the process. If it persists for more than 24 hours, see your doctor.

Multiple causes: This can be due to a post nasal drip pooling the secretions in the throat that you cough out. Since yo don't mention feeling ill or having fevers.  Its likely secondary to the season change and allergy
