See physician: Cause varies by age and sex. For men, this can indicate an enlarged prostate or prostate infection. For women, this usually indicates a bladder infection. Some medications can tighten up the bladder sphincter and make it hard to relax and empty the bladder. For a child or adolescent, this could indicate a narrowing of the opening of the tube that empties the bladder (urethra). All can be treated.

Some patients do: Without knowing anything about the case, one possibility is scar tissue from surgery.  Some patients have extensive "debulking" surgery if the ovarian cancer has spread, and this can leave them with "slow" function of the bowel and bladder.  I have seen constipation so bad it leads to a bowel obstruction in some cases.  Good luck and hope this helps.

Post Void Dribbling: Post-Void Dribbling is pretty common and generally benign complaint, especially among males as they get older.  Prostate conditions such as BPH and Prostatitis are most commonly implicated.  Urethral diverticula can also cause similar complaints in females but I haven't seen this personally (but then I'm not a urologist).

Don't assume: In order to know whatnots conclusively going on see your doctor. He or she will likely order a urinalysis and culture to confirm whether you have an infection. After this further decision will be made based on the results.

Time for a doctor: One's primary care doctor can evaluate mild urinary retention and discuss causes and treatments. A urologist may be needed. Severe urinary retention as a new symptom is an emergency. That means a person is making urine, his urine is going into his bladder, but he cannot pee. Thus, his bladder is getting bigger and bigger... and needs treatment in the ER. Middle-age prostate problems may exist.
