The babies ligaments have been stretched and cramped in the uterus, and also have been under the influence of maternal hormones designed to relax mom's pelvic ligaments in preparation for delivery. The ligaments in the baby also 'relax' causing the legs to turn in, giving the pigeon-toed appearance.
