Its your hands: Many eye infections (e.g. Pink eye) are transmitted by the eye secretions (e.g. You rub your eye, shake hands with someone and then he  rubs his eye, etc.).  When you are talking about your own eyes, than rubbing, a washcloth, makeup applicator, etc, can all transmit to the other eye.

Yes: Bacterial and fungul will usually only affect one eye, but can affect both.  Viral typically starts in one but then spreads to the other, but not always.

Likely viral: These are typical symptoms and progression for viral conjunctivitis.  If the vision is good and there is no pain or light sensitivity, then you can wait it out.  There is no anti-viral agent for the typical viral "pink eye".  Antibiotics will not be helpful.  If the vision changes or pain starts, then see an ophthalmologist.

Hello : Hello this could be alopecia areata.  An autoimmune response caused the eye lashes to fall out (it can happen in other areas like your scalp or eyebrows). Usually the hair or eye lashes grows back on their own.

No, don't pluck: If one has an eye infection, plucking all the eyelashes will just make the eyelids bald (hopefully, the lashes will grow back, but one never knows for sure), but the infection will still be there.
