i am experiencing  a non itchy rash on my penis, it don't hurt or itch. i'm very worried. i've got 3 blood test in 2016 alone and all read negative.

See doctor: I presume that your blood tests were for HIV. However STD are not the only diseases affecting the penis. If you are worried, best to check with your doctor instead of losing sleep over it.

See a doctor: Without being able to see the rash and obtain a detailed history of what you have been doing (sex, soap, other materials you may have been in contact with) it is impossible to say what this could be, but you should definitely have it looked at

May be fungus/yeast: It is very difficult to diagnose any kind of rash in genital area without looking at it. My guess is that it  is a fungus or yeast infection. Try any antifungal like Monistat-derm. Follow the directions of using it properly and if not better in a week, see a Dermatologist if you can or see a family doctor.

Could be: Several things. Without a picture it could range from skin irritation to fungal infections. The absence of itching or pain does help reduce likelihood of some conditions. Uploading the picture may be helpful

Needs an exam: A medical visit to either the dermatologist or urologist would allow a thorough exam of the involved genital skin to arrive at a diagnosis/treatment. Fungal-type infections come to mind from your description, and these can be treated with topical creams.

Get dx: 5 years ago, you would have been 13?  Assuming that's true, a 5 year rash certainly should be properly diagnosed and treated, so see a dr.  Good luck.

: You do need to have a bacterial and fungal culture done soon please as does your partner .
Appropriate therapy then plus the use of future emollients pre sexual activity
