Three weeks: You still have time to take Plan B. It is generally effective if taken within 72 hours of sex. For the pregnancy test, it would be better to wait at least 3 weeks after sex to do the test. If it is negative, repeat the test 4-5 days later. Use first morning urine and follow the instructions for the test carefully.
If you do not wish to be pregnant, use contraception all the time, every time. You may consider implanted contraceptive, or IUD. 
Practice safe sex. 
Get HPV vaccine.

Irregular periods : Irregular periods are one of the most common problems obgyns treat. If this is one time problem it usually resolves on its own. If this is a recurring problem you should be evaluated. Infections &  hormonal changes can cause spotting. If there is a concern for pregnancy then do  a home pregnancy test .  There are many options available to help regulate the menstrual cycle. Schedule a visit.

i had plan b and got my period a week later. 8 days after my period is gone i saw blood again. it started brown and got heavy red. it continued for like 4 days. does that mean i got my period twice in same month? is it normal from plan b?

For sure is not normal that happens. It could be due to several reasons including polycystic ovary syndrome or disregulation between your ovaries and the glands that control them.
