This sounds like it: could be strep (including the rash), however, there are also viral illnesses that can cause the same symptoms. Please take your child to his/her doctor for a full examination and throat culture, so that he/she can be properly diagnosed and treated.

Low grade fever: Temp of 37.7 is a low grade fever and not of concern.  Wait 1-2 hours after vomiting before giving any fluids or solids.  Give small volumes of fluids when refeeding.  Follow up with doctor if vomiting is persisting, no urine for 6 hours or if diarrhea starts.

Her stomach needs a: chance to rest.Don't give her anything to eat or drink for at least 2 hours(not even water).Then start with sips of a sweet liquid(Pedialyte or Gatorade),or even better licks of a popsicle or lollipop;do that every 15 minutes for a few hours,then advance the amount slowly.No solids until this is kept down.Watch her urine output.Call her MD if continuing to vomit despite following that regimen.

Could be.: Viruses are common causes for vomiting, poor digestion and loose stools. Fever is not always present. Food items and "other" ingestions may contribute. If your 3 year old is otherwise doing well keeping things down, you should be in the clear for a quick recovery. Don't be surprised if appetite is not up to speed. Concern: if vomiting returns repeatedly & after stomach rest, not tolerating fluids.
