Wear high heels ...: At 21yo, your growth plates might have fused. If an xray shows your bones have stopped growing due to fused growth plates, there's no easy way to grow taller (ilizarov procedure isn't easy). If your growth plates are still open and your height is less than 2nd percentile, then a pediatric endocrinologist might be willing to evaluate you for possible growth hormone deficiency.

Naturally raise HGH: Most men stop growing around age 18- but occ. Some will grow until age 21 or so. Most 17 yo's will only grow another inch or so but some have a late growth spurt &amp; grow a few inches. Have a healthy diet &amp; take a good multivitamin- low zinc can limit growth. Try going to sleep by 10 pm. Taking measures to increase your production of growth hormone can also  help.

Height: Females start to slow their growth anywhere between 17-19 years. So by your age I think you have maxed out. 
Unless you start messing with hormones which is not a good idea I would suggest wear heels.
