The tick must get its prongs into you for at least a few hours, suck enough of your blood that it gets engorged, then 'regurgitates' the blood with the spirochete into your body. If your immune system doesn't kill that spirochete, you get lyme disease.  Rx early is important.

Bell;s Palsy is not from Ticks but from a swelling of facial nerves, perhaps caused by a virus, and typically one fully recovers.  Peace and good health.

Not yet: There is no specific medicine that can reverse paralysis.  There have been many clinical studies done for spinal cord injury, and there are putative substances that may slow the process, but nothing has been proven yet in a randomized phase iii placebo controlled trial.

Surgical procedure: If only one side of the diaphragm is paralyzed, and the muscle is so thinned out it is pushing on the lung, sometimes a procedure to plicate the muscle is performed. This should be done by a general or thoracic surgeon with experience in this technique in a minimally invasive fashion - thoracoscopiccally, or laparoscopically. I am not aware of medication that will work for this. Hope this helps!
