Exam needed: These varied symptoms may not be explained  by one disorder. Consult a physician. Itchy red lumps may be allergic reactions (hives) to something internal or external. In the meantime take an antihistamine for relief of itching and think of anything you ate that could be a trigger.

: I would schedule a visit with a dermatologist to have the troublesome tumors assessed and removed if appropriate. This is not something you can fix yourself. In the interim keep all irritated sites clean to avoid infection.

Possible hives : Your son may be experiencing an allergic reaction, please see a physician right away. 
He should have a dose of pediatric antihistamine, but please do not delay in seeking medical care. The trigger may be something that he ate and a list of possible food triggers will be useful for your physician.  A family history of allergies is one risk factor for an allergic reaction.

Lipomas: One idea is benign fat tumors which are common.  Your primary doctor can diagnose.  A general surgeon can remove.

Yes: You might consider a consult with your DR, an exercise program, and a low-calorie, high-fiber diet.

Get seen: I'm betting you have autosomal dominant lipomatosis, with many lipomas. If this was neurofibromatosis, your physician would have made the call already. Get to a competent physician, perhaps have one excised for diagnosis, and see what it is.
