Not reliable : Relying on cervical mucous as a tool for predicting ovulation is highly unreliable. If you feel you have abnormal discharge get tested for infection. If you are trying to get pregnant try an ovulation kit. If you want to avoid pregnancy use condoms or birth control.

Ovulation: It's possible you didn't ovulate. After ovulation women still have cervical mucous. It is more scant, tacky and opaque.

Maybe: Ovulating beyond day 16 may affect the quality of your egg( called brown egg), however, this is not an absolute.  There may be an underlying cause for you to ovulate late. Please see your provider to sort this out. It usually can be fixed with treatment.

Wives Tales: I am sorry to report to you at your age but cervical or vaginal mucous or discharge is not in any way a reliable indicator of any part of the menstrual cycle.  That answer is No. it does not mean you did not ovulate.

Can't tell: It can be hard to tell if a woman is pregnant because some of the symptoms seen in early pregnancy can also happen in non-pregnant women. A urine pregnancy test gives a reliable result if done correctly. One can test about 3 weeks after sex (3 weeks after when conception might have occurred), or 1 week after missing a period. An Ob-Gyn doctor can evaluate any persistent or worrisome symptoms.

: Variations in cervical mucus are common. The fluctuations of estrogen and progesterone can be easily affected by stress, weight gain/loss, exercise, lack of sleep, thyroid problems, and uterine issues such as adenomyosis or fibroids. Talk to your Dr about your vaginal dryness and what testing can be done to determine the cause.

Female Fertility: Cervical mucous is a sign that some use to tell when they are more fertile. But, ovulation is in no way dependent on cervical mucous. The process of ovulation occurs in the ovary and not the cervix.

No mucus: Obviously this is a concern… since this mucus is driven by estrogen which peaks midcycle i wonder about ovulation. Have you had any surgery done to your cervix-cryosurgery for an abnormal pap smear/cervical dysplasia or a leep procedure? I think a midcycle ultrasound will help elucidate whether or not your ovulating and you can actually see the mucus in the canal by ultrasound at that time.
