Neuromuscular: Injury to long thoracic nerves may result in winging if the scapula. The treatment should aim to prevent further damage and remove causing agent.  Consider physical therapy, neurologist and or physical medicine and rehabilitation. Hope you feel better soon.

Winged Scapula: Correction depends on the reason the nerve palsy developed to begin with.  Typically this nerve is not reconstructed as it does not provide vital function for the shoulder.  Nerve grafting could be considered if there is a viable proximal stump but due to the early branching of this nerve from the brachial plexus, it is not generally an option.

Strengthening: Best will be start with a thorough evaluation by her pediatrician. Physical therapy with strengthening exercises are to be started and having her care under an orthopedic service will be best in the medium to long run.

Unrelated: Injuries of long thoracic nerve of Bell has been described  , resulting in  the ' wing scapula ' will need physical therapy or some times surgery. Your acid reflux  need work up  speak to your doctor

You can discuss/mention "thoracic nerve pain" but the doctors may find a different reason for your pain.

Doubt related: In general is not good to have a cold but i don't thing your recurrent laryngeal nerve has anything to do with it. If you have a cold you coul be contagious while still coughing usually until symptoms disappear.

Significant: Thoracic outlet syndrome can be frustrating as the nerve compression can lead to weakness and/or muscle wasting into the arm/upper extremity.  Fortunately, it can be treated with some simple manual medicine techniques(i know because i had the unfortunate circumstance to suffer from it)...So if you can find a reputable osteopath he/she can help you recover.
