my lips are dry but not chapped and they are completely smooth. i've been drinking lots of water and using chapstick but nothing is working?

Too much water: Consumption of large amounts of water will  NOT "hydrate" your lips. Mouth breathing, talking, and frequent drinking may cause dry- feeling lips. Try to avoid licking your lips. Try using frequent Aquaphor or vaseline.

Might be lip eczema: Persistent chapped lips may be lip eczema, which can be treated like skin eczema, using hydrocortisone cream plus Vaseline or Aquaphor to retain moisture. Sometimes, lipsticks or lip sunscreen chemicals are causing an allergic reaction on the lips. Other times, a person is a primary lip-licker (it's a habit). Once cracked, lips get irritated by routine foods and juices. A doctor can evaluate.

That works: The humidity is probably more important than the temperature although direct sunlight is also a factor. Diuretic or antihistamine drugs or medications with anti-cholinergic side effects will also worsen it. Lip balm or vasoline are good ways to deal with it.

Nutrition: Be sure that you are adhering too a good diet  (that is plentiful in rich fruits and vegetables) and getting plenty of exercise. Another possibility to consider is hypothyroidism. Sometimes it can cause this presentation. Best wishes.

: There are many reasons for this condition. Menopause, psychological problems, nutritional deficiencies , oral thrush ,dry mouth[XEROSTOMIA]. This syndrome affects women seven times more than men.
