my lips look like they have exfoliative cheilitis but i think i got it from kissing a girl- can it be contagious?

Unlikely: Cheilitis can have infectious causes such as candida (usually at the corners) and strep, but candida usually affects those with compromised immune systems (such as people with diabetes, hiv, or taking chemotherapy), and strep usually is a secondary infection if there is broken or irritated skin.  I believe that the chances of developing cheilitis from kissing is low.

i have eczema and whenever i kiss my partner my lips get really dry, similar to cheilitis (in the corners but primarily a lot of cracking and dryness that outlines my lips). 
is there are precautionary measure or method that i could try to avoid this?

Use emollients: See dermatologist for eval and poss Tx which might include emollients, which are special dry skin creams or ointments to use daily. Suggest to avoid any makeup on the lips and use very mild cleansers such as Dove

Well...: Angular cheilitis means the skin at the corner of the mouth is broken, cracked, and inflamed. Kissing would mean rubbing, stretching, and sucking on that broken skin. It is likely that rubbing, stretching, and sucking on an area of broken skin anywhere on the body would interfere with proper healing.

Angular cheilitis: This is usually caused by factors other than infection, although may be secondarily overgrown with fungi, bacteria, and so on. May be treated with topical therapies and if your BF does not have an issue with this is  probably OK to go ahead and kiss him.

Filler or implant?: If you want to augment the volume in your lips, most commonly a sot tissue filler made of hyaluronic acid (a normal component of the skin) such as Restylane (dermal fillers) or juvederm ultra can be injected into the lips.  Results are temporary and may last 3-6 months, but usually produce a smooth, natural augmentation of the lips.
Other options include permanent silicone implants.

Yes: Vigorous and prolonged kissing can entail sucking of the lips, which can lead to some swelling and redness.  This is normal and will subside in an hour or less.

Are you and your: partner kissing aggressively/forcefully? If so, that could cause trauma to lips.

Probably Not: It sounds like you are just having some pretty intense kissing sessions. :) I wouldn't worry overly much. If they are sore consider shortening how long you are kissing or how intensely you kiss.
