Simple things first: Most people would use moisturizing creams if weather is dry or it's wintertime, or over the counter steroid creams and antihistamines. If continues, make an appointment with your doc/medical provider.

Try moisturizer: The distribution is suggestive of atopic dermatitis.   However, it is unusual not to have asthma , hay fever or both when one has atopic dermatitis.  I note that you have already tried HC cream but the OTC product may not be potent enough.  Try applying moisturizer within minutes after bathing to see if this helps.  If not consult a derm or allergist.

Hives?: Probably you eat something that you are allergic to. Over the counter antihistaminics can help.

Be checked: It is difficult to know if this is a reaction to a substance or infection. Reactions are itchy but pus indicates infection. The treatment for each is different. Be seen. In the meantime keep the area well irrigated and clean. All the best.

Flee bites?: A cluster of rash on the could be from flee bites, if you have pets or if you sat on a grass field. If it is limited to one side, you may rule out shingles. Poison ivy type of contact allergy should also be considered.

Reaction : This may be a reaction to a preservative in the injection, or an injection site reaction, or a reaction to the prep or band aids. See your physician to see if you need topical treatment.

No way to tell: it 'd be best for you to consult a dermatologist unless these bumps have been present for a very short time and have resolved with topical hydrocortisone. The cause of a skin rash is not easy to pinpoint especially when one does not know what it looks like.
