Yeast infection.: Apply otc antifungal cream such as lotrimin (clotrimazole) to the affected areas. See your doctor if it does not help.

1 year: you may have a rectal fissure or chronic  inflammation of that area. Usually 1-2.5% hydrocortisone cream is helpful; however 1 year is too long to ignore. Please get examined and treated asap.

See your doctor: You need to have your daughter evaluated. She may need to have this area cultured.  There are a number of bacteria living in and around the anus that can infect the skin.  She may only need a antibiotic or an antibiotic ointment to clear the rash.

Dermatitis...: It could be a dermatitis which is an irritation of the skin after it comes in contact with anything that causes an reaction on it. You may use hydrocortisone over the counter but if it is painful or gets worse you should see your doctor for exam and treatment as needed.

Proctitis: A fungal infection in the area is not acquired by oral contact.  Might want to use any over the counter antifungal, mostly because they help dry the skin.  if this persists, you might want to have an exam to make sure you do not have a Polyp

Gluteal bumps: May be eczema that may be getting  infected because of itching or may be fungal infection. You may consider bacitracin in AM with an anti-fungal like over the counter clotrimazole in the PM for 7 days and see if it works, if not try over the counter hydrocortisone for eczema.  Discuss with doctor/urgent care
