Cold weather : Can dry our skin and cause itching . Key is to avoid washing with hot water . Use good moisturizing creams , lotions , skin cleansers eg cetaphil, moisturel , aquaphor  , eucerin, neutrogena, aveeno (oatmeal) etc.

Itching skin: Without rash more than likely from dry skin especially due to weather and using warm/ hot water for washing and baths. Use skin cleansers for baths and apply any moisturizing lotion or cream to affected areas. Take oral histamines if itching really bad. May use otc Hydrocortisone cream or any topical itch cream available if needed. Consult w your physician if you have other signs and symptoms !

Hives: These itchy bumps may be hives due to allergy to agents taken internally(foods, medications, etc) or by exposure to external things(cold, exercise, etc) insect bites may also be a cause. Keep a diary of what you ate or what you were doing when the itchy bumps appeared.
