Maybe: If you are sexually active this can certainly be a simple STD. Several strains of HPV can show up as warts on the penile shaft &amp; other surfaces. If you picked up one STD you can also have others without any symptoms.

Not: You will likely end up with pain than itching.  Make sure you are not allergic to latex (if you use latex condom or any vaginal preparations) in case of oral sex, toothpaste or mouthwash used by the performing partner. I presume you are asking this question on behalf of your partner

Some possibilities..: Rashes, dots, or spots are hard to describe and visualize in words. Sometimes penis shaft bumps are comedones or maybe bumpy hair follicles without hair. One's primary care doctor can examine to see what is happening. A video consultation may be adequate if lighting and camera are good. Only an exam can tell for sure what they are.

Fungus?: May be an early fungal infection vs early wart appearance. Can either try topical antifungal (like lotrimin (clotrimazole) / micatin) for few days and see if improves, or see your dr / urgent care / "std clinic" dr for exam, diagnosis and treatment. Good luck.
