New soap?: If you have started using a new soap, shampoo, hair spray, perfume or lotion, etc., that could be causing irritation.  If that does not explain it and stopping it then cures your itching, see a doc.

This is merely: histamine release from vasodilation. It occurs when we get hot or "flushed." It is not harmful, and will go away after a brief time. Hope this helps!

Hard to assess: Rashes are hard to assess when they are not seen or well described, but there are some basics you can think about. Things that are localized to a single area are more triggered by a local contact agent as a reaction. If diverse, they are more likely food or illness or general contact items (bath soaps, shampoo). If this doesn't help &amp; it bothers her have it evaluated.

See a dermatologist: Seborrhea, contact dermatitis to anything used on scalp especially hair color can cause these symptoms. So can head lice. They particularly like the back of scalp and the neck. Their bites are very itchy and we often see small red crusted nodules on upper neck just below hairline.

Doctor visit: Unfortunately the next step is not via computer, but to have a doctor actually view your skin.  By seeing the lesions and pressing upon the skin the doctor (like myself in the emergency department) can get the context of the rash. Your description is good, so remember to tell the doctor about your symptoms just as you have written.

Allergy to cream:  Derived from Arctic sea buckthorn. is rare berry hand picked  grows wild at the arctic sea coast. It is presumed to activate cell regeneration and skin functions; help to reduce wrinkles It is made in Finland  You are probably allergic to the cream. Call your physician or use OTC allergy cream. Avoid the night cream. If not better definitely see your doctor.
