Not likely: You could try over the counter allergy drops and/or artificial tears.   If this does not help, see an ophthalmologist.

Depends on age: For infants less than 6 months i will recommend that your care provider checks your baby to recommend appropriate care. Cool compresses to the eyes may help relieve itching. Several antihistamines, like Diphenhydramine are available OTC for infants over 6 months but the dosing can be tricky and will encourage that you review any medication intended for your infant with your pcp before use.

Maybe: Itchy eyes are a very common allergy sign. Infants can sometimes rub their eyes when they are tired as well. If you see other signs of allergy, such as sneezing, runny nose and tearing of the eyes, consult your doctor. If the whites of your baby's eyes become very red, or if there is a thick mucous discharge, call your pediatrician (this may be a sign of infection).

its not constant. hes not sick/no runny nose/itchy eyes, nothing. 
its a dry cough but not wheezy. 
he only coughs now & then, but ive noticed it more. 
should i worry?

Mgt.: The cough may be related to a number of conditions. If the cough is persistent for more than 3 weeks, I would recommend follow up. A virtual appointment and uploaded respiratory sounds, may be helpful to you and your PCP. 
If there is a problem with feeding, choking or sputtering, please review feeding and swallowing with observation at your doctor's office.

See an eyeMD: How do you know that they itch?  That is a symptom.  Mif the eyes are red, that could be caused by a variety of things. No "gunk"is a good thing, but my best advice is to see an ophthalmologist.

Yes: If an ophthalmologist has examined the baby & found  it appropriate to use it is a good medication. I defer use of the eye drop combinations using Dexamethasone to the ophthalmologists because they have the additional training & equipment to spot issues where use would not be wise.

Some basics: Red irritating eyes in a 7 mo can be from germs (would improve with the drops), airborne irritants (dust,smoke, fumes) which improve when you avoid them or airborne allergens, again that improve when avoided. It could be something as simple as reacting to the smell of fresh washed clothing (fumes) or your perfume. Detective work often solves this or it just disappears.
