If there is any sores, redness, heat you may need to be seen by your physician.

If this is just dry skin i often recommend a very strong moisturizing lotion such as lac-hydrin.

The swelling could be from local inflammation or fluid around the testes called hydra cells. A urologic evaluation or at least being seen in a urgent care or by primary care physician is necessary.

For practical care, see a urologist first and a dermatologist to follow as needed.
