Loose stool: You have what is called loose stool rather than diarrhea, which would occur more than once a day.  I would suggest talking your symptoms over with a nurse in his practice who will get more information from you and advise you what to do, including whether you should see a doctor.

Try moisturizer: The distribution is suggestive of atopic dermatitis.   However, it is unusual not to have asthma , hay fever or both when one has atopic dermatitis.  I note that you have already tried HC cream but the OTC product may not be potent enough.  Try applying moisturizer within minutes after bathing to see if this helps.  If not consult a derm or allergist.

Could be fungal: you need to see a dermatologist, or get a second opinion if you already saw one, it may be fungal infection or a type of eczema, good luck

Allergies: Patients with allergies can develop red and itchy skin around the eyes and on the eyelids from allergies.  Behind the knees and on the inside part of the elbow too.This skin condition is called allergic dermatitis or allergic eczema.  You can use a hypoallergenic cream/lotion: cetaphil or lubriderm and consider contacting your medical doctor about taking allergy pills-such as Claritin (loratadine) or allegra.

Allerfy? Psoriaisis?: This could represent dermatitis or psoriasis. This could be assocated with food allergy or atopic dermatitis. Try hydrocrotisone over the counter. If not effective see dermatologist for evaluation amd treatment.

Itchy rash: Rashes are notoriously difficult to solve without seeing them. Hives are like raised patches and can be described as water-filled.  Several treatment modalities would help you in that case.  Contact allergy may be more likely and an Allergist can help identify triggers and treat that as well. Step 1 is to try not to rub/itch it, which makes the itch worse in either case.
