No.: The birth records will indicate which was born first, but there is no telling which was "conceived" first or how much time elapsed between the first and second conception.  What would you measure?  The time of sperm penetration or the time of implantation? Who came first might depend upon the question you ask.

Frequently this results in multiple births. It is a carefully prescribed and monitored process. In Vitro Fertilization (IVF) can also yield multiples pregnancies. Note that carrying and birthing twins or more can be high risk.

Ok so you have already won the "twin parent lottery" once. What are the odds of you having a second set of twins

if your first set of twins were fraternal, then your chances of having another set of fraternal twins is multiplied by four! that's 1 in 12!

Cross your fingers: The frequency of natural twinning is between 1-2%. Use of fertility medications can increase that chance up to 25%, but its considered medically inappropriate to administer fertility medicines purely for conceiving multiples.
