Some people also have abnormal bleeding because their platelets (responsible for clotting) are abnormal.

A transient benign problem in infants; inherited increases in red cell production(treated with blood removal) or a cancer like problem. Increased RBC mass can plug the pipes & injure brain or other areas, making instability more likely. The stress of a chronic disease can create mental problems, the more serious the disease the more likely.

There are many factors that can explain polycythemia-primary bone marrow problem- i.e. Polycythemia vera (pv) -vs. Other condition such as- problems with lung/sleep apnea that can result in decrease o2 level in the body ( hypoxia), other condition is kidney/liver, familial disorder etc. See and discuss further with your md.

Need values: What is your hemoglobin and what is your RBC count?
However, with a normal RBC count, it is unlikely that you have polycythemia.
Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. 
Practice safe sex, if you have sex.
