Safety: It is considered as safe to eat as any other vegetable food. However, maca does contain glucosinolates, which can cause goiters when high consumption is combined with a diet low in iodine. Darker colored maca roots (red, purple, black) contain significant amounts of natural iodine, a 10-gram serving of dried maca generally containing 52 µg of iodine.  It is uncertain if maca can worsen a goiter.

Maca: This plant is a Peruvian vegetable that is related to a radish.  None of its purported uses have sufficient evidence to make it recommended, other than possibly enhancing male sexual desire.  There are concerns that maca may have estrogen like effects, making it not recommended for hormone-sensitive conditions such as breast/ovarian/uterine cancer, fibroids, or endometriosis.

High quality maca is believed to support the endocrine system and help with mood.  Possible drug interactions are not well documented or studied.

Does not help weight: Macca is used for anemia, chronic fatigue syndrome, for enhancing energy, stamina and athletic performance anf fertility.Other uses are for menopause, depression, osteoporosis and other uses
but it does not help in gaining weight.

Many options : Irregular periods are one of the most common problems obgyns treat. If this is one time problem it usually resolves on its own. If this is a recurring problem you should be evaluated. There are many options available to help regulate the menstrual cycle. Schedule a visit. Maca root is not going to do anything.

Therefore, taking antidepressants with biotin in recommended amounts is likely not harmful, but unknown with maca.

Phentermine not safe: Phentermine is not safe to take. It does not lead to true or permanent weight loss. It is a trick and will only delay you adopting the only true lifestyle that leads to healthy weight loss. 
Besides bariatric surgery, the only other scientific and safe medical way to lose weight is to limit the calories and change the composition of the diet to mainly protein sources and to do regular exercise.

Not Necessary : Maca root does not interfere with Birth Control Pills. I am not sure why you will b etching macs root first of all. Its uses are not supported by scientific studies at this time.
