So for a male on his penis shaft, should be ok as long as the opening of the urethra is avoided. For a woman, though, this would be very irritating to the mucous membranes and besides the irritation could really predispose her to urinary tract infections. Recommend water based lubricants for females (like ky).

Depends?: It is if the water is too hot!  otherwise, if it is comfortable for you and pleasurable to you and you do not do this for an extended period of time, there is probably no harm to you from this. You may have some drying and chaffing and could have some other irritation.  You may need to apply some moisturizer to the area afterward.  Make sure the water and the tub are hygienic!  stop if concern.
