i was putting laundry powder in a container and the powder came into the air and i inhaled some. i immediately rinsed my mouth and throat with water and then drank a glass of water. it does have borax in it. should i be concerned? no symptoms yet?

: A person breathing in powdered laundry detergent would likely find it irritating, but any ill effects would be immediate.  What you did was appropriate.

No: All soaps, powder or liquid, have a bipolar molecule with a water soluble group on one end and fat soluble on the other.  Most persistent dirt is fat soluble, which binds to the fatty end of the soap, and the water soluble end carries it off.  Powders and liquids vary in concentration and this may affect the power, but both act by the same mechanism.

Cold comp/calamineHC: You can use following home remedies
1cold compresses or if wide spread soak in tub of water
2calamine lotion and over the counter 1% Hydrocortisone cream can help relieve itching.
3benadryl for itching as you are taking, but needs to be taken every 4 hours
if inhome treatment does not cause complete relief, consult your doctor as youmay need prescription meds.

Itch scratch cycle..: Common things being common, it is possible that you have jock itch or tinea cruris - one can't say exactly without a thorough evaluation.  If it is in fact tinea cruris, there are prescription formulas as well as over the counter remedies such as Miconazole powder or zeasorb that can help.  Make sure you get to your doctor to make sure there is not another underlying condition!  cheers!
