Needs monitoring: An enlarged lymph node in the neck is often due to infection in the throat  and its surroundings.
Since your node is nearly 2cm, it needs to be monitored for further changes over the next 1-3 months. If it is benign it will decrease in size and eventually go away. If you find the size to be increasing then you have to get further medical evaluation which may include a biopsy of this lymph node.

Breast lump: There are other possible causes but a biopsy is necessary to make the diagnosis and get proper treatment underway. Even breast cancer has a high success rate for response in most cases, especially after menopause.

: You are likely correct. Any disturbance of the skin surface as would be in tattoo removal may trigger enlargement of local nodes that can persist for a few weeks.
