Decreased sensation: Less sensitivity to pin or light touch in the arm.  May correspond to anatomical distribution such as ulnar or median nerve, or perhaps cervical anatomical correlates.  May be localized using standard testing.  Causes are multiple.

Younger patients, herniated disc is often the cause. If symptoms result from postures or positions of the arm or shoulder, other causes are suggested: thoracic outlet, cubital or carpal tunnel. For symptoms that persist or worsen have a doc take a look.

Yes: There studies that proves that migraine sufferers have high chance of stroke. Make sure it is migraine and not aneurysm,  am etc.

Could be: He does have a number of risk factors for heart disease (sex, age, hbp), but he likely has a nerve entrapment issue in his neck.

Either way, he should seek care if his symptoms don't improve.
