Dermatitis: Several kinds of skin inflammation (dermatitis) could do this, including fungal and bacterial infections. However, herpes doesn't behave like this and is very unlikely. See a doctor if it continues or you remain concerned about it.

May be fungus/yeast: It is very difficult to diagnose any kind of rash in genital area without looking at it. My guess is that it  is a fungus or yeast infection. Try any antifungal like Monistat-derm. Follow the directions of using it properly and if not better in a week, see a Dermatologist if you can or see a family doctor.

?allergic rash: This itchy rash could be due to allergic reaction to clothing or less likely insect    bites. If the rash is in the groin area, it could be due to friction in warm, moist areas. Yeast infections also occur in the groin area.A cortisone ointment or cream would help allergic rash and insect bites but not yeast infections.

if you are very overweight, can be a skin yeast or inflammation that may require topical creams to treat
if you are diabetic, it may be the above but worse

Thigh irritation: I suspect skin irritation of your thighs may be related to such things as continual friction and/or sweating and?Yeast infection Perhaps wearing tight jeans plays a role,also. Avoid tight clothing, keep the thighs clean and dry once the rash clears. In the meantime try applying an antiyeast anti-inflammatory ointment like mycolog. If no improvement, consult a dermatologist for diagnosis and treatm

Fungal?: Have the rashes persisted for days?  It is always very difficult to comment on potential causes of rash without an exam.  Fungal rash (tinea corporis or versicolor), intertrigo (irritation from chafing maybe complicated by infection) or erythrasma (bacterial infection) are associated with round itchy/scaly persistent rash in this region.
