Staph: If you have any kind of persistent infection or suspect that you do on your skin you should see a dermatologist and get this cultured and proven. No excuses. Go see a dermatologist!

Your physician can prescribe medication to clear dead skin cells  (retinoids). Steroids may be used for significant inflammation &amp; antibiotics may be considered if the area has become infected.

If it is oozing: If you have an abscess get the hair pulled and drain the pus.  Your doctor will perform an incision and drainage (i and d) if need be.  You may be infected and drainage with antibiotics.  See your doctor.

Inspection, or see d: An ingrown hair will typically look like a small red pimple and you can usually see the hair follicle centrally located within the pimple. If you are very careful and use peroxide - you can try to extract the ingrown hair, but 'squeezing' lesions in this area is fraught with risks for making the infections worse.  
A doctor visit could give you a definitive answer if you needed confirmation.

Good Hygiene-surgery: See a good dermatologist or a surgeon to resect the infected area removing ingrown hair, the very good hygiene.Probably you will need some antibiotics foe a week.

Pimple: A Whitehead, or closed comedone, has a white sebaceous plug inside.  A warm shower will sometimes help it exit the skin.
